CITES and protected species

The protected timber species in the country is enumerated in the DENR-Administrative Order (DAO) 2017-11 or the Updated National List of Threatened Philippine Plants and their Categories. The species listed under Section 3 of DAO 2017-11: Category A – Critically Endangered; Category B – Endangered; Category C – Vulnerable; and Category D – Other Threatened Species.

 

National action on timber legality

Initiatives undertaken in preparation for Timber Legality Assurance System (FMB, status by 2019)

  1. Formulation of a national guideline on national certification scheme. (in progress).
    Review of the Philippine Criteria & Indicators for Sustainable Forest Management, and alignment of the national guideline with international certification standards for accreditation purposes. (Including forest certification for Forest Management Units & Chain-of-Custody for wood traders).
  2. Development and testing of a National Forest Stock Monitoring System (NFSMS) with improved governance capabilities at all levels of forest governance.
    The NFSMS is “composed of the study, development and field testing of a system to aid the government to plan, monitor, and control the trade of Philippine timber resources in accordance to the Philippine’s existing laws and regulations with internationally accepted standards.” (FMB, 2019).
  3. Promoting tree plantation development and liberalizing harvesting and transport of planted trees.
    There shall be a forest certifier accredited by DENR-FMB to certify veracity and correctness of harvested and transported logs and derivatives.
 

Third party certification

The Philippines is currently working towards the establishment of third party forest certification system (PEFC).
