The Forestry Administration under MAFF is responsible for sustainable management of the permanent forest estates by issuing regulations governing forest activities. The FA is also tasked to study, collect data on State forests regarding scientific, economic, social and environmental factors in order to set a sustainable production level. A visa for the export of forest products and by-products is issued by the FA.

Ministry of Commerce is responsible for issuing a certificate of origin (CO) which is a document used in international trade to certify goods made in the country from which they are exported from. The license for the export of forest products and by-products is also issued by the Ministry of Commerce.
